Yes, that's the crux of it - people joining ST waiting tickets for 'a laugh', has been such a problem, that it's taken until the year 2014, for a cunning bit of counter action to stop the japes.

They do want some real numbers to deal with, it's not all just a game. If it was for free you would have loads and loads of jokers joining in, there will be very few who think the joke funny enough to spend a tenner on.
